The top schools lose players left and right so there's a tremendous amount of talent available. This is where schools that have hired a GM will shine.

I wonder how thrilled Troy Taylor was with Luck's hire. It might be a good thing for their program, but also implies a deficiency in the head coach, and takes some of his control away. Head coaches these days are defacto GMs, I'm sure Wilcox spends more time off the field than on doing the day-to-day. If Cal were to hire a GM, Wilcox would need to have veto authority over the choice to avoid creating more issues for the program.
