It might be time for you to re-evaluate your criterion for an assistant. GA was only an assistant coach for two years prior to Cal--at the football powerhouses of Indiana State and Montana State.
It's probably best to trust Wilcox to hire a defensive staff based on actual interviews than to just look at resume.

OL coaching might have been the most criticized of all assistants besides special teams this year. Angus taking even less time on OL might not be the best idea, but I'm sure Wilcox has some plans we'll find out soon.
My guess is this will free up WIlcox as well. Even though he is HC and a defensive coach, he's a DB at heart and was probably spending time with Tre. You could see how our DB's progressed over the year and improved. If we could see the same improvement out of some of our other position groups we will be in good shape.
I never thought of it, but that could be true. Tre Watson was not doing a good job at beginning of the year. I thought he did amazing in second half, but maybe Wilcox had been very hands on to help Watson and that's why secondary improved, and that explains why we got a second DB coach this off season.
Having more than one major coordinator involved with the secondary could stabilize things in that coaching unit, or help to maintain continuity of coaching. A victim in of their own successes.
Football has 3 components: offense, defense, and special teams. To have a good STs, you have to have your best players on the units. Also, for traveling squad limitations those players come from the 1 & 2 deep. So, when practicing ST's especially KO & KOR your 1's & 2's are the lads on the field. Ergo, you likely aren't practicing offense or defense at that time of practice. Which would leave a plethora of coaches to coach and assist in coaching STs. A group effort by all coaches. Only 1 or 2 coaches need to implement scheme and strategy. Then when on the practice field most, if not all coaches, can coach it up. So, I'm kinda OK with not having a ST's coach per se.
That said, I think STs as as important, if not more so, than offense or defense. Think Frank Beamer and how many games VT won due to their STs.

I love Hearns. He did great as a true freshman corner. But I bet he is terrible at coaching.

Angus McClure coached OL and TE and was Special Teams Coordinator at UCLA from 2007–2011. I'll make my prediction that he gets the nod.

yah, OL is way too important to be splitting duties coaching STs.
