I'm a little surprised he didn't go somewhere he could get the co-DC title if he envisions that career progression on that timeframe, but perhaps that was mitigated by the ability to join a staff with three DCs past and present that he can learn from.
Sounds like a year or two; he expects that promotion and pay bump frequently. He sounds like a great coach and recruiter; makes me think of GA who produced such a great Def backfield and could relate to the players. Would be good to take care of him, but w Sirmon as CO-.....I mean as DC, there’s not a lot of space there.
Sounds like they had a good view of Heyward but Cristobal was unlikely to give promote him, hence a good move for Heyward, at least for awhile.

If Cal defense plays well this year, someone could take Sirmon away too, and we might be able to keep Heyward as next DC.
