Basically, color temperature refers to the color we perceive light to be. Since each of us sees color slightly differently, color temperature is measured on a standard scale in Kelvins (K).
A low Kelvin value (i.e., below 4000K) is “warm light” whereas a high Kelvin value (i.e., above 4000K) is “cool light.”
Warm light is seen as being yellow, orange, and red - tones that are associated with warmth. Cool light is seen as being predominantly blue.
I'm occasionally annoyed by the inverse cultural/psychological association of frequency of light and amount of heat. I mean, it makes practical human sense historically with the sun and molten metals mostly appearing yellow or red, and ocean appearing blue, but when people are dumbfounded or even very skeptical, for no reason other than their cultural association, when I tell them that in general the blue part of the flame is hotter than the yellow part of the flame in their typical natural gas and oxygen fueled flame sources, it's a little annoying.

What we know so far
At least eight victims were killed during a shooting at the VTA light rail yard in San Jose, California, officials said.
The shooter is dead, a sheriff's official said. Authorities have not identified the suspect but said he was a VTA employee.
The investigation is ongoing, and officials have not yet released a possible motive.
