I sorta answered my own question. From Sports Illustrated: "The chances are pretty good that Hyder will be eligible to play for Cal in the 2020-21 season. The NCAA is expected to pass a one-time immediate eligibility transfer waiver for all transfers. If that does not pass Hyder would have to sit out one season and still have three years of eligibilty remaining."
Unfortunately, it sounds like many of the high Div I football and basketball coaches are opposed to this rule. Not surprising, since the current rules give them more control over the future of those student athletes who may not be happy with their current situation. But since those coaches and institutions are the real decision-makers for all things NCAA, my guess is it’s not going to happen. I guess the vote is set for later in May.

Would be nice if they pass that rule...the blue blood football programs like Ohio State shouldn't be the only schools that benefit!!

Nice! We could definitely still use a PG for this year.....and maybe a big...perhaps a wing...
