Maybe he was gassed in the altitude and simply could not enter earlier. but I still think it was a mistake to not call a TO, give Joel an extra minute or so, and try to get him back in when it got interesting around the 3:30 mark.
But we all know Fox's substitution patterns are questionable at best.
