I'll give you that risk-averse Chase Garbers is probably the safer player, but Martinez will always be a guy that makes more plays (and mistakes) than Chase, by virtue of the fact that he tries to make plays.
Given a choice between Adrian Martinez, Chase Garbers and Kai Millner, I'll take the battle-tested B1G QB any day.
