Each voter submits a single set of Top-25 rankings, and each of those 25 teams have only one ranking (though there can be ties for a single ranking I'd assume). The final #1-#25 is a formula based on number of Top-25 votes received and relative rankings within. The #26-#x ("Others receiving votes) are simply those who didnt fall within the aggregated top 25, ordered by their number of top-25 votes received.
Granted, it always can be hard to believe that some of these #26+ teams actually received a Top-25 vote from someone (assuming the voters are objective).
