Close, it has to do with the speed of the snap rather than the timing. Air raid uses up tempo to force defenses to run with possible unfavorable personnel groupings. The defense can only substitute players if the offense has to. Add in the mental toll of having to cover players who know where they are going, it becomes a hard offense to defend against.
Counterpoint it tires pass protection and the OL. Not letting big guys catch a breath can be a recipe for defeat.
If we assume the players can shift half on those situations, so even when you a 4i-0-4i front (tite alignment used against air raid team) it at most becomes a 5-1-3 look, which isn't all that much. Add in the fact that if the snap happens when you shift, before you can settle in, 1500 lbs of humanity comes at you with fury and you don't even feel settled on the ground.
